QUALITY MATTERS…a STRONG START for kids is a community partnership focused on increasing the quality of licensed early learning programs serving children ages birth though 5 in Santa Clara County

QUALITY MATTERS is part of national movement to improve early learning through the establishment of quality rating and improvement systems that:

  • Set common standards of quality for early care and education programs

  • Measure how programs are meeting these standards

  • Support early educators with training and support to achieve higher levels of quality

  • Educate families to understand and choose high quality care

  • Bring the community together to prioritize investments in early education

Santa Clara County’s Approach

Santa Clara County’s quality improvement system model is designed to support different levels of readiness. For family child care programs that are new to professional development, there is a an emphasis on quality improvement support and early literacy. Programs with a higher level of readiness participate in both the rating component and quality improvement.
